Is there a conversion to make the OMC Cobra outdrive a Counter-rotating prop outdrive(such as Volvo's Duo Prop)? If so, what would the cost associated be?

Your 1995 OMC Cobra was really manufactured by Volvo Penta for OMC and was called an SX-C (single prop) or a DP-S (dual prop).
So any SX-M or DPS-M upper or lower unit will fit and work on your existing set up.
You could change your existing SX-C (OMC Cobra or sometimes called a SX-Cobra) lower unit into a dual prop by just replacing the lower unit of the drive with a DPS-M. You would probably want to make the dual prop into a 1.95:1 or a 2:15:1 depending upon what the ratio of the SX-C is.
If you send me the ratio of your existing SX-C drive, I can give you a quote for a new lower unit and perhaps I may have a good rebuild/used lower unit as well.
